Monthly Bulletin - March 2001
The 14th Annual General Body Meeting of
Housefed was held on 01/03/2001, wherein the profit and loss account for the
year 1999-2000, allocation of profits amounting to Rs.625.76 lacs and increase
in the credit limit of
Housefed from Rs.370 crores to Rs.586 crores was
approved.
The Board of Directors of Markfed held a meeting
on 02/03/2001 and unanimously elected Sh.Jagdish Singh Walia as chairman and
Sh.Ravinder Singh Brahmpura as Vice Chairman of BOD of Markfed.
BOD of SADB in its meeting on 02/03/2001 decided:-
To reduce the rate of interest by 2% from 16% to
14% on all loans above Rs.1.00 lac.
From 14% on to 13% on loans upto Rs.1.00 lac.
To reduce loan processing fee by 50%.
To reduce the amount of share money from the
present 5% to 3%.
Markfed’s first Sugar Mill at Malout setup at a
cost of Rs.30.00 crores was formally inaugurated by S.Parkash Singh Badal, Chief
Minister, Punjab on 11/03/2001. The project was completed in a record period of
11 months.
RCS issued an order fixing the jurisdiction of all
Assistant Registrars in the State vide his vide order No.Admn./EAG-2/37/178 of
13/03/2001. This was necessitated to establish an office of ARCS in all
sub/divisions of the State. The Government has created 48 new post of ARCS by
abolishing about 65 post of Cooperative Inspectors.
Due to the establishment of ARCS officers in all
the Sub divisions of the State there was a need to restructure the entire
Ministerial Staff in the DRCS and ARCS Offices of the State so as to make the
new ARCS offices functional, since no additional ministerial staff was provided
while creating the new posts. RCS vide order no.173 of 13/03/2001 has fixed the
Norm/Head Quarters of cadre and deputation posts of Ministerial Staff in the
DRCS and ARCs offices of the State.
Meeting of the Departmental Promotion Committee of
the Department was held on 15/03/2001 to consider promotions of JRCS to
Additional Registrar, Cooperative Societies and DRCS to Joint Registrars. As a
consequence of the same, the following four officers have been promoted as Joint
Registrars, vide order No.1/19/2001/C-1 (1)/4286 of 22/03/2001:-

NDDB on 16/03/2001 and 17/03/2001, organized a 2
day workshop on Marketing Orientation for elected Board Directors of the Milk
Unions of Punjab and Haryana, at Chandigarh.
A new Milk Bar at Industrial Area, Phase-I,
Chandigarh, as also a new Ice Cream manufacturing and storage facility has been
commissioned on 19/03/2001 at Chandigarh.
Meeting of DPC for considering promotion of ARCS
to DRCS was held on 20/03/2001. FCC chaired the meeting.
The Annual General Body Meeting of Milkfed, Punjab
was held on 27/03/2001. It approved the annual accounts of Milkfed for the year
2000-2001 and the distribution of profits amounting to Rs.2.88 crores. The Board
declared a dividend, amounting to Rs.120.90 lacs for its share holders.
The New Policy for Procurement and Distribution of
Fertilizers in the State of Punjab through Cooperatives, for Kharif 2001 has
been circulated vide RCS letter no.RCS/Mkg/Insp (F)Policy/2001/244 of
28/03/2001. Highlights of the revised policy are:
Markfed would continue to procure and distribute
Fertilizers in the State.
Markfed would supply FOR to PACS. In case
Markfed is unable to do so it would provide an additional margin of Rs.3.00 per bag to
the PACS.
PAC would be given a distribution margin of
Rs.7.50 per bag on Urea and Rs.14.00 per bag on DAP and NPK.
Markfed would also supply fertilizer for cash sale
by CAMS at rates equivalent to PACS. Markfed may sell fertilizers through its
cash counters but not below the rate applicable to CAMS.
Markfed would provide Rs.1.00 per bag of
fertilizer purchased by PACS as Development Assistance to them.
The National Federation of Cooperative Sugar
Factories (NFCSF) Ltd., New Delhi held the 142nd meeting of its BOD
at Chandigarh on 29/03/2001. The problems of the Sugar Industry were discussed
in the meeting.
Government vide its letter No.26/190/94/C-II
(3)/4744 of 30/03/2001 has conveyed its approval to liquidator of Mansa,
Cooperative Spinning Mills for utilising Rs.4.51 crores received as sales
consideration in respect of Mansa Mill for discharging the statutory liablities
of the Mill including secured loans of the Cooperative Banks.
To avoid incurring of losses by Cooperative Banks
attributable to the low level of business per branch, a Branch Opening Policy
for PSCB and CCBs in the State of Punjab has been issued vide letter No.Credit/CA-2/BOP/192/1/276
of 31/03/2001. It focuses on the need to have an adequate and proper assessment
of the financial and economic viability of the branch before the same is opened.
RCS vide letter No.RCS/Credit 273 of 31/03/2001
has issued Guidelines for Creation and Utilisation of Primary Cooperative
Societies Vikas Fund for the purpose of strengthening the Primary Cooperative
Institutions in the State which form the foundation of the pyramid of
Cooperatives. The Guidelines would help ensure that the fund so created is
utilized fairly and properly.
RCS reviewed the working of Puncofed on 31/03/2001
and made the following observations/suggestions:-
Starting of a Fellowship Programme and thereby,
educating the elected members of Boards and Managing Committees about the
Principles, Bye-laws, Rights and Duties and working of their concerned
organisations.
Holding of an Annual Memorial Lecture, to be
delivered on some important historical day, by some eminent
National/International Speaker.
Organising revenue training for the employees of
the PACS.
The Government released a sum of Rs.813.10 lacs to
Spinfed on 31/03/2001 for making OTS with the Financial Institutions in respect
of loans of CSM Abhoar, Goindwal and Barnala. However, only the principle amount
agreed upon i.e Rs.779.95 lacs has been released by
Spinfed to IDBI, IFCI and
ICICI. The Financial Institutions have agreed to waive the penal interest on
account of delayed payment amounting to Rs.33.15 lacs.
For development of Human Resource in the
Department of Cooperation a new policy regarding training of Officers and
Officials has been finalized. The policy envisages that all officers/officials
of the department would undergo three types of training programs namely;
induction training, orientation or refresher training and specialised training.
It would go a long way in improving efficiency and competence of the employees
of the department.
Weavco has been
selected by the Govt. of India
Ministry of Textiles for participation in the 12th India Home
Furnishing Fair(BSM) to held at Tokyo from May 15th to 17th
‘2001.
Milkfed procured an average of 13.00 lacs Kgs.
Milk per day during the month of March 2001. Sale of Pasteurised Packed Milk in
Urban Cities has increased by 11% over last year’s sale in the same month.
10th of the 14 Cooperative Sugar Mills
have closed their crushing operations and the remaining four mills of Budhewal,
Nakodar, Morinda and NawanShahr will close their operations in the first
fortnight of April 2001. 298.00 lacs quintals, of Sugarcane have been crushed by
these mills till 31/03/2001. The Sugar recovery is 9.76 as against 8.95 of last
year.
Six Cooperative Sugar Mills at Batala, Gurdaspur,
Fazilka, Bhogpur, Morinda and Budhewal have achieved recovery of 10%, which
surpasses the record of last 10 years.
CCBs have advanced Rs.1026.58 crores as short term
agricultural loans for Rabi 2000-2001 upto 28/02/2001 against Rs.937.02 crores
of last year.
PSCB has sanctioned revolving cash credit of
Rs.138.00 crores to the CCBs. CCBs have sanctioned Rs.655.55 crores to 69620
beneficiaries under the Revolving Cash Credit Scheme upto January 2001.
Under Sehkari Bank Bima Yojana, total membership
of all CCBs in the State crossed 1.37 lacs upto March 2001.
CCBs have issued 2.02 lacs Kisan Credit Cards upto
16/03/2001.
PICT conducted 2 Workshops for Weavco and
Markfed
employees during the month of March 201. On the whole PICT has conducted 92
courses and trained 1806 employees during 2000-2001.
PSCADB has advanced loans to the tune of Rs.318.26
crores upto 28/02/2001 as against Rs.324.00 crores for the same period last
year. Recovery upto 28/02/2001 by PADBs was 64.7% as against 68% during Kharif
2000.
Progress of PSCADBs in recovery/settlement cases of
defaulter over 6 years and in cases of buy-back facility under the Special
Settlement Scheme which has been extended upto 30/06/2001 to ensure recovery of
remaining settlement amount, is as follows:
